Is this a beard of hair/scalp brush?

I wasn’t sure what to think, still don’t - is this for a beard or for hair??

I ordered thinking it was a hair brush, and the box clearly states “hair brush” but brush is very small, and does not work at all as a hair brush .

Oh well, guess I’ve got a second beard brush now.
